Any person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan Amendment. Please note that all comments received will form part of the public record.

Purpose & Effect
The Township of Clearview is reviewing the boundary of the Stayner Settlement Area to accommodate future growth and development in the community over the next 30 years. The Settlement Area Boundary Expansion (SABE) review is part of the process of developing a Secondary Plan for Stayner and builds on the new Official Plan and related infrastructure planning for Stayner.
At its meeting on May 25, 2026, Council adopted a resolution directing Township staff to initiate a two-phased approach to the process of expanding the settlement area boundary of Stayner, with Phase 1 of the process focusing on a Preferred Boundary Expansion Area identified by Council (see map provided). As part of Phase 1, Council has directed that the following technical studies be undertaken for the Preferred Boundary Expansion Area:
- Servicing Feasibility Study
- Agricultural Impact Assessment
- First Nations and Indigenous Consultation Strategy
In accordance with Council’s direction, the anticipated completion date for the studies listed above is August 23, 2026 (being 90 days after the adoption of the resolution). An update and overview of the draft results of these studies is scheduled to be presented to Township Council on August 26, 2026. The August 26th session is an informal update to Council only, and public submissions will not be received at this meeting. Formal public input will be invited at the September 14, 2026, public meeting.
As urban settlement area boundaries with the Township are delineated in both the Simcoe County Official Plan (SCOP) and the Township’s Official Plan, and the boundaries must align, any changes to the settlement area boundary of Stayner determined through this process will also require an amendment to the SCOP. The Township is consulting and working together with the County to ensure a coordinated approach. Amendments to the Township’s Official Plan are subject to County approval, while amendments to the SCOP are subject to approval by the Minister of Municipal Affairs and Housing.
This is a Township-initiated Official Plan Amendment to implement the Stayner Settlement Area Boundary Expansion and associated growth management and secondary planning framework for Stayner to 2051. The County of Simcoe will schedule a formal Statutory Public Meeting and Open House at a later date to implement the corresponding settlement area boundary mapping changes on Schedule 5.1 of the County’s Official Plan. Details of the dates will be communicated by the County of Simcoe accordingly.
Study Area
The Preferred Boundary Expansion Area, or ‘Primary Study Area’ (see map below), contains a total of approximately 331.0 hectares of land: 118.5 hectares in the northeast corner between County Road 7 and Mowat Street North, 113.2 hectares at the south end between County Road 42 (Airport Road) and Warrington Road, and 99.3 hectares between Warrington Road and Centre Line Road.”
The accompanying key map also shows the Secondary Study Area, which is the area within which agricultural impacts will be assessed. The Secondary Study Area has been delineated based on provincial guidelines for Agricultural Impact Assessments, which recommend a radius of at least 1,500 metres around the Primary Study Area. Large livestock facilities (i.e., those containing more than 1,200 Nutrient Units) located outside the 1,500‑metre Secondary Study Area may be included in the Agricultural Impact Assessment.

Appeal Rights
If you wish to be notified of the decision of the Township on the proposed amendment, you must make a written request to the Township using the contact information below.
If a person or public body would otherwise have an ability to appeal the decision of the County (as the approval authority for this amendment) to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Township Council before the proposed amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to Township Council before the proposed amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
Subsection
Where applicable, this notice must be posted by the owner of any land that contains seven or more residential units in a location that is visible to all of the residents.
