Lot grading securities ensure that matters related to drainage of the lot and how development of a lot affects adjacent lands are appropriately dealt with. They are intended to prevent drainage related damage to homes and adjacent properties. In continued efforts to streamline the development review and approval process, the Township of Clearview has incorporated lot-grading securities into the development approval process.
Traditionally, lot grading was a requirement of occupancy. This however created problems for developers and future homeowners since during periods of inclement weather many home purchasers wish to close on their purchase and move into their new home well before final grading and landscaping can occur.
Our new approach allows homeowners to move in prior to the completion of lot grading in circumstances. To minimize the costs to the developer and homebuyer, securities are established at the building permit stage rather than at the development agreement stage. To further reduce the costs we have also adjusted the timing of related securities associated with tree planting, driveways, and lot drainage features to this same final stage of the development process. Lot grading securities allow us to ensure that the job gets done at the least cost to the developer and inconvenience to the new homebuyer and surrounding community. OTHER FILLING & GRADING ACTIVITIES
All grading and filling activities in the Township are subject to guidelines and approval requirements. Grading associated with building permits and subdivision and site plan approvals are exempt from approval. Grading associated with normal agricultural practices and minor landscaping activities which do not alter drainage are also exampt.
The exemptions do not, however, apply where lands are located in regulated fill areas or floodplains. In these areas, permits must be obtained from the Nottawasaga Valley Conservation Authority (NVCA). All pond construction and maintenance activities also require NVCA approval. Some grading or filling activities may requrie additional information to be submitted with the application. Permission may be denied where filling or grading activity would have a detrimental impact on neighbouring properties, drainage, the floodplan or the natural environment.
