Our new Official Plan sets out a 20 year plan for residential, commercial and industrial growth in a responsive and pro-active management approach.
The majority of residential growth is to be directed to three primary communities; Stayner, Creemore and New Lowell. Additional residential growth is slated for our secondary communities, and some estate and rural opportunities. Stayner and Creemore are our primary focuses for commercial and industrial development. Creemore has a state of the art sewage treatment plant and we are investing in our Stayner treatment facility to significantly increase its capacity this year. We worked closely with the County, residents and interest groups and developers to prepare a Plan which consolidated and updated 4 old Plans. We created a forward thinking, flexible and workable document that received approval from the County in a record 4 months.
The Official Plan of the Township of Clearview documents the objectives and policies to guide the short-term and long-term physical development of all lands within the Township.
The Plan's policies and designations establish the planned allocation and distribution of different land uses: such as residential, commercial and industrial. They also establish the means to control the development and use of land (including: zoning, subdivision of land, and site plan control), and guide the provisions of municipal services and facilities: such as roads, water, sewers, and parks.
While Plan objectives and policies primarily relate to the physical development, they also include objectives related to social, economic and environmental matters. These policies are implemented through planning and infrastructure decisions and policies related to such things as housing, residential intensification, the location of community facilities and open space. The Official Plan is put into action by the Zoning By-Law, subdivision and site plan control, through the current and capital budgets, and by other programs and activities of the Township. Unlike the Zoning-By-Law, the Plan is a policy document with some flexibility in the application of its policies. This flexibility requires planning staff and Council to interpret Plan policies when making decisions on land use matters.
In some cases, review of a development proposal indicates that an amendment to the Plan may be required or appropriate. These amendments may be a result of changing conditions or objectives, or the desires of individual landowners, developers, or the Township itself. A common reason for amending the plan is that the general nature of the Plan's policies may not recognize the potential, or limitations, of a particular property. Any person may make an application to amend the Plan. In reviewing the appropriateness of an amendment, the Township will consider County and Provincial policies, the comments of the public and agencies, and the principles of good planning.

OFFICIAL PLAN AMENDMENT
If your proposal requires an amendment to the Official Plan, you should download and review the text and map schedules listed above.
As of January 28, 2008 and as set out in By-law 08-06, prior to the submission of an application for an amendment to the municipality's official plan or zoning by-law, an application for approval of a plan of subdivision or condominium, and an application for site plan approval, the client shall attend a pre-consultation meeting with municipal staff.
Failure to fulfill the requirement to attend a pre-consultation meeting shall result in the municipality refusing to accept the application.
Pre-consultation meetings shall be subject to a fee as set out in the municipal Planning Fees By-law as amended from time to time.

OFFICIAL PLAN REVIEW
The Official Plan was approved January 29, 2002. In accordance with the Planning Act the council of a municipality that has adopted an official plan, shall, not less frequently than every five years, hold a special meeting, open to the public, to determine the need for a revision of the official plan. The Township of Clearview Official Plan will require review with respect to a number of matters, including conformity with the Provincial Policy Statement (2005) and the Growth Plan for the Greater Golden Horseshoe (2006).
